A Craigslist ad that was apparently posted by the San Francisco government is calling for contributors to what it calls the city's own version of data.gov:
The purpose of this project is to improve public access to machine readable datasets generated by the City & County of San Francisco by establishing a central clearinghouse – DataSF...We're looking for developer(s) who are knowledgeable about open source technologies and apps (Drupal, PHP, etc) to develop something similar to Data.gov. Our goal is to keep this development open source and share with any other local or state agency.
A key point: this development job won't pay. On the one hand, it seems that of all cities, San Francisco would be cognizant of the difficulty of creating such a thing purely with volunteers. Even in the rare cases that an open source project blossoms into a strong community of volunteer developers, it seldom happens without paid administrators. On the other hand, if any city can do it, this would be the place.

Perhaps the city is waiting to see who emerges from the volunteer pool as committed and capable before they hire people? While it's true that large open source projects usually need a few funded members, it's also true that most start without that and build up to it.
In any case, I will be watching with interest.
