Because it is based on open source code, the ARCOS technology can be integrated with legacy systems and customized to meet client needs as they change. The product suite includes Constituent Relationship Management tools that allow organizations to accept and track donations, enable letter writing campaigns and petitions, and create blogs. The content management system features workflow and organizational requirements capabilities, Web-based management of website events lists and newsletter subscription sign-up. ARCOS also enables email campaign delivery, tracking and targeting based on previous historical constituent interactions, demographic data, and statistical analysis.
While many political software vendors charge hosting fees based on the number of contacts in a client’s database, Plus Three charges no per-record hosting fees, transaction fees, email delivery fees, or recurring licensing fees. The company does, however, charge a monthly hosting fee based on bandwidth consumption. In addition to building more specialized solutions for its clients, Plus Three offers fundraising consultation services on a retainer basis.

“We like to work with the top clients in the field,” stresses Proaño, adding that the organizations his firm serves typically have more than 250,000 contacts in their email lists. Plus Three chooses to adopt new product capabilities as technologies and best practices evolve. The company has adopted a new feature it calls “Island Mode” which ensures that when spikes in traffic occur, the entire system is not incapacitated. For instance, if a national media event drives heavier than usual traffic to a website, the system can capture and process all credit card contributions without losing any data by disabling all other database driven applications, while still serving all static HTML pages.
